Supreme Court struck down national artist award on four artists

Back in 2009, former President Gloria Macapagal-Arroyo ordered the giving of prestigious National Artist Awards to Cecilia Guidote-Alvarez for Theater; Caparas for Visual Arts and Film; Francisco MaƱosa for Architecture; Jose “Pitoy” Moreno for Fashion Design.
Recently, petitioners emerged in the persons of Virgilio Almario (literature), Bienvenido Lumbera (literature), Benedicto Cabrera (visual arts, Painting), Napoleon Abueva (Visual Arts, Sculpture), and Arturo Luz (Painting and Sculpture).

Then at a press con yesterday, the country's supreme court decided to invalidate Proclamation nos. 826, 1827, 1828, 1829 due to abuse of discretion. It was concluded that Arroyo gave "preferential treatment" to the formerly awarded artists.

Apparently, rules and guidelines of the NCCA and CCP were disregarded in the process of the said national artist selection, hence the results are null.
