Davao City to require ID to purchase cigarettes and liquor

The Davao City council looks to amend its current Anti-Smoking and Liquor Ban ordinances to require an ID before any purchase can be made.

The move is to make the ordinances more effective, and also to make it more difficult for minors to buy.

There are rooms for improvements in the present Anti-Smoking and Liquor Ban ordinances, said Davao City Vice Mayor Paolo Duterte.

As of the latest updates, the draft amendment says, all business owners, including sari-sari and convenience stores shall be mandated to determine the age of its buyers.

The following IDs maybe used to comply with the proposed revision:

1. School ID
2. Employee’s ID
3. Other government-issued ID such as driver’s license
4. Voter’s ID
6. PRC card, or
7. postal ID

Revised fines and penalties:

1. 1st offense - P10,000 or be imprisoned for 10 days
2. 2nd offense - P30,000 or be imprisoned for 20 days
3. 3rd offense - P50,000 or be jailed for 30 days

Vice Mayor Duterte is also looking into penalizing the parents allowing their minors to buy or sell the prohibited products. (Source)
