Iloilo barangay captain in hot water over 'indecent' sms to clerk

Barangay captain of Gua-an of Leganes town in Iloilo, Rodolfo Hubero Jr. is facing administrative and criminal charges for allegedly sending an indecent text message to a former barangay association clerk.

According to reports, the charges filed by former Association of Barangays clerk Rosa Chavez include:
  • Violation of the Anti-Sexual Harassment Act of 1995
  • Grave misconduct
  • Conduct prejudicial to the best interest of the service
Chavez said, she was terminated from her work last October after confronting Hubero due to a text message with obvious malicious intent.

"Matagal na kitang gustong yayain kaya lang iba yung gusto mo. Gusto kitang dalhin Rose sa ano...(I have been wanting to ask you out but you like someone/something else. I want to bring you to a..)", the chief said in a text message.

"Pagbasa ko noon, tila uminit yung ulo ko agad sinabihan ko siya na Kap, respeto naman dahil hindi ako **** na babae", she added.

Chavez then confronted Hubero. The latter said, the message was meant to be a joke.

The two had a heated discussion.
Nagkasagutan kaming dalawa dahil pina-explain ko siya kung bakit tinext niya ako ng nakakabastos dahil ni minsan hindi naman ako nakikipagbiruan sa kanya. Sabi niya sa akin, biro niya lang at bakit ko raw sineryoso talaga. Tinanong ko siya ... 'sino ang nagbigay sa kanya ng right na biruhin ako ng ganyan dahil hindi naman ako nakikipagbiruan sayo?'
Their text message exchanges continued.

Hubero said, Chavez is such a snob. To which, the latter replied, "parang hindi ka honorable."

The encounter resulted to the alleged untimely termination of Chavez from her clerical job. She was ousted without prior warning or suspension. She then asked for legal opinions and then coordinated with the Ombudsman.

The administrative case is now within the hands of the Leganes council, while the criminal case is with the prosecutor's office.

In other countries like Pakistan, sending "indecent, provocative and ill-motivated stories and text messages through e-mails and mobile telephone Short Messaging Service (SMS)" may send violators behind bars for 14 years.
